Manuela DIENG

Manuela Dieng is Senior Legal Counsel and Regional Coordinator for West Africa at the African Legal Support Facility (ALSF), an international organization hosted by the African Development Bank. She advises African governments on complex sovereign transactions across infrastructure, public-private partnerships, natural resources, and sovereign finance, while also supporting institutional capacity-building and the strengthening of legal frameworks for sustainable development.
Her work includes assisting States in preventing and managing disputes arising from major investments and infrastructure projects, and contributing to initiatives related to investment treaty practice and dispute resolution.
Prior to joining the ALSF, she practiced with law firms in Paris and Abidjan and worked at the Common Court of Justice and Arbitration (OHADA), where she focused on international arbitration, litigation, and corporate law.
