Moshkan MASHKOUR

Dr. Moshkan Mashkour has studied law in Paris universities : LLM, Master, I and Master II (DEA) in international law, Université Paris II, and Master II (DESS) in Petroleum Law, Université Paris I, and holds a PhD in law from Université Paris I. He is also graduated from Institut des Hautes Etudes Internationales, Paris.

He has been in charge of international litigations of Iranian public and private entities between 1985 and 2004.

In 2004, he was requested to set up the Tehran Regional Arbitration Centre (TRAC) and was appointed as its first director, a position he held until 2009.

He founded Sanglaj International Consultants in 2009.

From 1985, he has acted as counsel, expert and arbitrator in over 100 major ad hoc and institutional arbitrations, including several multi-billion USD cases under the Rules of the ICC, UNCITRAL, SCAI, SIAC, KCAB, HKIAC, VIAC, TRAC, and Iran Chamber of Commerce, with respect to a variety of international and domestic disputes in relation to foreign investment, loans and other financial agreements, telecommunications, commercial transactions, oil and gas sales contracts, offshore drilling, construction of petrochemical and other industrial plants.

He has been one of Iran’s appointed members of the Permanent Court of Arbitration (PCA) from 1995 to 2004 and has acted as senior legal adviser in cases referred to the International Court of Justice. He is presently a member of the Arbitration Board of the Arbitration Center of Iran Chamber of Commerce and the International Arbitration Board of TRAC.
