Túlio DI GIACOMO TOLEDO

Dr. Túlio Di Giacomo Toledo is Senior Legal Counsel at the Permanent Court of Arbitration (PCA). He acts as Registrar and Tribunal Secretary in international arbitrations involving States, State entities, international organizations, and private parties. He also assists the PCA Secretary-General in appointing authority matters, including challenges under the UNCITRAL Arbitration Rules, domestic arbitration laws, and other procedural rules.
In addition, he is regularly called upon to assist in the diplomatic work of the PCA with its Contracting Parties and other intergovernmental organizations.
Dr. Toledo headed the PCA’s Mauritius Office from 2016 to 2019 and the PCA’s Singapore Office from 2020 to 2025. Prior to joining the PCA in 2015, he served as a law clerk at the International Court of Justice and practiced in Brazil.
